This article discusses the state and public reactions on internet to death of Dr Li Wenliang, whistle-blower who warned COVID-19 outbreak in China. Contrary findings existing literature, this study argues that society–state interaction over is far more dynamic complex, autocratic states have capability resilience manage even control internet. While could help rally waves outpourings protests, state, response, broadcast its tactical concessions ease widespread anger. However, has been able portray overall highly effective epidemic, thereby claiming political credits legitimacy for governance.
